Private Domestic Toddler (under 2) Adoption

Are looking for a private agency that places toddlers from the foster care system or a private agency that does direct placement of toddlers from the parents? I'm not sure what you are seeking.... Possibly situations where the parents tried parenting and realized they can't or don't want parent their now toddler. I only know of one domestic agency that has situations like that on a regular basis if that is what you are looking for... I'll PM you the information.

i am also interested in getting info on private agencies that place babies with adoptive parents (not through The System) in Southern California.

We were looking to go through foster care to adopt a toddler. Any info you have would be appreciated.
