Adopting from Uganda

Hi I am desperate to find out whether it is even possible to adopt from Uganda. Please can someone let me know. If it is not possible then I can still be a long distance mom. I am not able to have children of my own. I fell in love with this little AIDS orphan in Uganda and we want to adopt her. I just don't seem to be able to get stable information. So thanks in advance.
