We are just beginning to gather information on how to go about starting the process of adoption out of Rwanda. Does anyone have current information about how easy or difficult it is, general costs/fees, rules/regulations (I am 50, my husband is 55), can you go there and choose a child, are there agencies, etc or could someone point us in the right direction where we might get some of that information. Just Got Home 1/14/2009 With Our Daughter

WHO TO CONTACT for RWANDA ADOPTION
Hello! After soem research and considering various agencies for adopting from Rwanda, my husband and I contacted the Ministry directly in Rwanda. You should contact them too:
Jeanne Mujawamariya jmujawamariya@gov.rw They said working with an agency - any agency - to adopt from Rwanda was ILLEGAL. You should proceed with an independent adoption. They said they will investigate the agencies that are advertising rwanda Programs because none of them are registered with the Ministry and the Ministry is not taking any agencies. Please do your research before you pay an agency and then find you cannot proceed - just inquire directly with the source - they even have a website and they speak English. Africa Mom |

Do you know what the website address is? The agency I'm going through for my China adoption says they have a Rwanda program, however my husband & I are too old to adopt under their guidelines. I'd be curious to know whether the age restriction is a Rwandan requirement or the agency's requirement.

I believe that the orphanages must be the source of the referral, and do the paperwork for the adoption. Any agency working in Rwanda works with one or more orphanages, in order to locate children available.
I know that our old agency, who is very large and well-respected, is beginning a Rwanda program, and they DO have a license from Rwanda, not to "place" the children themselves, but to work with the orphanages to find families for the ORPHANAGE to place the children in. Believe it or not, there's a difference. One is okay, the other is not. So, yes, you can use an American agency to help you adopt from Rwanda, just as the Europeans have been doing for years. |

After reading the U.S. Embassy's website in Rwanda and the State Department's website, it seems to me someone in the Rwanda Ministry is giving incorrect information. Although there are no U.S. adoption agencies registered in Rwanda, they are definately working with the Rwanda Ministry to make (international) adoptions possible. |
