Loss of adoption subsidies
I got the letter today stating since my son from Missouri is not title IV-E they will be reviewing my income to see if we are still qualified for subsidy.....they also took away day care for children over 5...
I don't know why he isn't IV-E since he and he b-mom were recieving TANIF when he came into care and he is high special needs....so that is one thing I can probably work with.... it says to refere to a certain new law and when I looked it up is was reading 200% poverty level, which would be about $38,000 for a family of 4, so there is a chance next year we won't get it... I heard a few years ago Oregon lowered all their foster care and adoption sub rates also....so I guess they can do this anywhere... |

see thread from susieq62, I have a simalar situation in Ohio that has come up with a child we want to adopt. We may not actually get to adopt him because of a clause Medicaid has, that is similar to what you are dealing with.

we adopted in CA. and when we signed our aap for our 3 kiddos, we were told that it was on a 2 year cycle, and at the end of the cycle, it was possible that CA would decide not to do it anymore. I know other states have tried this, and failed miserably. I honestly could not afford my children if they took it away, and I have no idea what I would do.....move to a really small house I guess.

We are currently in the home-study phase of the waiting child adoption program. We were told at the beginning in Colorado, that all children adopted through the waiting child program will be on Medicaid until age 18and that most children, unless infants, will qualify for some type of monthly subsidy. We were just advised this week, that due to state budget cuts, kids will no longer receive Medicaid benefits and most counties are doing away with subsidies. I'm ashamed to admit it, but I was counting on the financial assistance to be able to afford a child. Due to high insurance premiums and daycare costs, I'm not sure if I can still go through with an adoption, especially with a special needs kid. Anyone have any suggestions.

Luckily here in Kansas we don't currently have subsidy tied to the adoptive parent(s) income... if we did we'd have fewer children adopted. I haven't even heard anyone within our legislature make such a suggestion, and I hope they never do.
I truly understand where you are all coming from and it was a big deciding factor for us not to adopt a child from Missouri, Ohio, or any state that would tie subsidy to income, so we have chosen to only adopt within our own state and only foster children placed in our home. We have the room in our home, good/stable parenting, and lots of love to provide, but love won't put food on the table.

Thanks for the post. I am fairly new and thought the subsidy came from my state not the childs. No wonder my caseworker said Oregon when I expressed interest in a sib group from there. I will have to do some research on the state and I will be calling my CW today to get as much info as possible. Again thank you for the heads up. Lisa

no, they never qualified him as title IV-E
because no SW completed the paper work correctly while he was in care
the Missouri thing was cleared up with class action law suiet and the pretty much kept everyone where they were... we did loose child care, which was promissed until he was 18 because he cannot be left alone, we also lost respite... down to I think 13 nights per year from 38 nights per year... but no, through the whole mess he did end up being able to get SSI, but does not because of the adoption sub and my income... it was pretty touch and go there back in 2005... |

Ridiculous!
I know in several counties in Ohio they are basically telling people up front if they want to adopt there will be NO SUBSIDY or they are trying to get people (if they are relatives) to get legal custody so they don't have to give them any subsidy. I personally think it is RIDICULOUS!!! They WANT people to adopt these children & give them a "normal" life but they want us to go broke doing it.

I posted on here sometime back in regards to a child we wanted to adopt who was diagosed with Retnoblastoma during the first 7 months we had him as a foster child. They fought us 100%. It was about a year fight and in the end I found a man who actually sat on the Committee to write the laws for Ohio surrounding the 4-E. He was our saving grace as he let the agency know that they were misinterpreting the laws and even went as far as to threaten the agency if they did not do right by this child and us. To make a long story short we did get him 4-E eligible and got the subsidy and Medicaid card we asked for in the beginning. The Medicaid card was a must as his medical bills are huge and will be for life. He is now doing awsome as the cancer has not come back at this point and the longer he goes without it coming back the better chance he has of overcoming it. Even though he did loose one of his eyes he has great vision from the other and we are very grateful for the way things have turned out.
I pray for all the families out there fighting the system to get what they need for the children. It should not be a fight and the kids are the ones paying the high price. Happy New Year to you all! susieq621018@neo.rr.com |
