Can they adopt again???

Im not sure how Florida works, but I know here in Arizona, we dont have to be foster parents first, we just go straight to the adoption.

It can depend on where the children you are adopting are coming from. If it is a private adoption things may be very different.
In Oregon and most other states I know of children being adopted out of the Foster Care System as legal risk or even as free for adoption will be placed into a home with a family that has a state approved and updated homestudy and the training to be certified as a Foster Home. The status of the family after the placement and prior to the finalization of adoption has to be understood by the state and generally the states call the placement Foster. Even if a family has no intention of Fostering any child and is only wanting to have an adoption placement all qualifications as a Foster Home would be required. In our case we have a straight Adoption of sibling from our state. The children moved in to our home in January. In order to recieve medical care, enroll them in school and legally represent them we must be called a Foster Care placement until the day the judge signs the adoption papers and we are legally able to make the decision for our children. Some people are not aware of this fact in the straight adoption program, however the situation following placement has to have a legal definition and generally Foster Children remain Foster children until adoptions are finalized.
