h/s is it hard to get approved?

from the horror stories i have heard from other adoptees, it sounds like they will approve just about anybody. there seems to be a stupid presumption that if you want a baby and you are willing to pay to get one, that you would automatically make a better parent than the birthmom. i've met my birthmom, and i'd have been much better off being raised by her than my dysfunctional adoptive parents.
