Lisa, I went out onto the Pennsylvania Department of Revenue's website and did a search on adoption and came up with nothing. I couldn't find anything that said that your state has an adoption credit. If I were you, I would call a local adoption agency located in PA and ask them if the state has one. They should know for sure.
