when is an IA adoption considered final?

we brought our son home from guatemala on an IR3 visa in september 2001. we have not readopted him in our state yet......... we and our accountant are having a hard time figuring out what FINAL means......does it mean when we brought him home from guatemala on the visa with his birth cert having our last name or is it when we readopt him in our state? please any information you can give or guidance would be so helpful.

IR3 Visa means US federal recognized your son as "final adoption", but your State might require re-adopt. For tax view, I believe you can claim credit for 2001 because your son got Visa and came into US in Sept. 2001.
