Tax Rebate vs. Adoption Credit

After I filed, Bush passed the $300/person $600/family tax rebate. Because the adoption tax credit reduced my tax liability to zero I paid no tax and get no rebate.

Should I amend my tax return to carry forward $600 more of the tax credit, so I end up being able to take advantage of the Bush $600 rebate this year and get $600 more in adoption tax credit to roll forward for future years?
