Problems getting credit

My adoption was finalized in '99, and I applied for the adoption tax credit on my '99 return. I found out just last night that my credit is being denied for "an error", though no one at the IRS will tell me what that error is. They claim they sent me a letter back in May requesting further information, which I never received. Then they said they resent the letter, and again I have received nothing. How can I correct an error when I don't know what it is?! Has anyone had similar problems, or have any advice?

the IRS owes you an explanation. You may want to file an amended return. An enrolled agent (EA) can help you do this. Did you happen to have a home based business by chance in 1999? If you did, you may be able to expense the costs of the adoption instead and that will probably be a greater reduction in your overall taxes paid for that year - but again, you'll need to file an amended return.
