Who can gain access to birth records of an adoptee?
I am looking for my brother and know he is looking for his birthmother. I am his bsister and wanted to know the rules regarding petitioning to see his birth files. He was born in CA and would like to see if there is any information non-identifying or otherwise that could help me in my search or, i've also heard the adopting family can sign a waiver consenting birth family to have access to certain bits of information. If anyone can help me with this, I would greatly appreciate it.
