How do I petition to have record opened in NY?

Anyone have any idea where I can find more information about how to petition to have my records opened in Upstate NY? I've read that it can be done, but it doesn't seem like an easy thing to search for on the web so far.

Does anyone know if the actual adoption decree is public record, or how I can find out the court of jurisdiction, date, or anything?

I have requested non-id info from the state, but I don't think any of that is covered. The adoption agency,if one was used will be provided by the state.

I spoke to a Lawyer who specializes in adoption in NY, and he said I don't need a lawyer to petition the court (Monroe County Family Court) to have my records opened, but he said it's basically a waste of time.

I might do it anyway just to show the court that there's interest in having open records, even though it may not change anything.
