Again, I urge you to ask this question on the specific country forum, the reason why is fairly simple: each country will have its own specific situations…an agency that does GREAT in China may not do as well in Guatemala, because the vast differences in the programs.
The number one thing you should do, regardless of country, is to find out if they have complaints with the BBB.
Also, call the state department that regulates and licenses agencies in their state and find out if there are complaints there as well.
My suggestion would be to Google the country with the word adoption; for example, “Guatemala Adoption” and you’ll get a long list of agencies in your result. Go to each of their websites and ask for information on their programs.
You can also go to each country specific forum and ask that members Private Message you with agency recommendations.
You can search for specific information on countries, their requirements and the number of children who’ve been brought to the US on specific Visa types by viewing the “US Department of State’s” website for international adoption:
