Visitations lessened.. what does this mean?

I just found out yesterday that there was a court hearing for my foster daughter.. no one mentioned it to me or even sent me a notice
But the visits have been lowered from 2x's per week to 2x's per month.

I'm sure this is due to the fact that the mother hardly ever shows for the visits. There have been 16 in the past few months and she's made it to 4.

Is this normal? What if she continues not showing? Will they stop the visits all together?

I was really concerned about this because my FD gets transported to the visits and the mom doesn't call to say that she isn't coming. She just doesn't show up. Well my foster daughter has medical issues and with the cold weather coming, I'm anticipating a lot breathing problems and didn't want her to have to go out in the bad weather 2 x's each week if she didn't have to. Because in the end, the mother will have not shown up, and I'll be the one taking care of her when she's sick.

So anyway.. sorry to ramble on? Could we be getting closer to a goal change???

I've had her for 7 of her 9 months of life. She's never been in her mother's care due to her being a paranoid schizophrenic and not being able to care for her medical needs when she was born a preemie.

The also appointed me Medical and Educational Guardian... the other thing is that the attorney referred to my home as my foster daughter's pre adoptive home.... That's the first time I'd heard that.

I better call my caseworker tomorrow.
