I would be very cautious about going wth a program that is "supposed to open." We originally were with Azerbijan until they closed. We switched to the Repubic of Georgia because they were "about" to open. This was April of 2004. Well, they never opened despite our agency's hope that it would happen in by first July, then September 2004, then Feb 2005, April 2005, etc ROG STILL isn't really open. I do not think agencies are intentionally deceptive but this is a very unstable region. We eventually switched to russia and now have a court date. We wasted a year and a half with a program that was supposed to open at any time.
