I understand your feelings. There have been talk of law changes for a long while. We almost didn't take a referral back in the Spring because of the uncertainty. If your agency is being upfront and honest with you about the country's legal climate, their refund policies, if any, and you have some protections if the law does change (i.e. no attorney fees due until you have a Power of Attorney registered in Guatemala), then you may need to just follow your heart. Best of luck as you find the right path.
