Foster Care Adoption

I am 24 years old and a former foster child. I was 15 when a family from my church wanted to adopt me. My social worker said that I was too old and moved me far away from my church and the family that wanted to adopt me. I still want to be adopted even though I am an adult. My last name brings back too many horrible memories. The family that wanted to adopt me when I was 15 is no where to be found. There names are Curt and Elvira Cooper. If you know where I can find them please let me know.
