I'm in California, but my suggestion would be to looking in your Sunday newspaper for ads in the job section under foster parents. You could probably find some agencies that way. Or look in your yellow pages under adoption and just start calling agencies to see if they can refer you. Or call your county and ask them about agencies who handle foster adoption. I think pre adoption placement means that the child is not in adoptions yet, but most likely will be based on the birth parents performance for reunification. Our social worker is good about looking for children that have a high likelyhood of not going back to the b-parents because they are not fulfilling their obligations under the courts recommendations for reunification. That's exactly the type of child you want to be placed with you. If the b-parent is failing to do what is required, most likely the child will never go back to them. In my state, the b-parent has exactly 6 months to get their act together. When you're dealing with drug addicts (which most b-parents who get their kids taken away are), that's very hard for them to do.

Good luck. Let us know what happens.
