The youngest a baby can be from China for interational adoption is 6 months at referral, at least that's what we were told for a non special needs child. I was talking to another couple from our agency whose dossier just went this week as did mine and we are figuring referral will be Feb/March. The SW said that China is the only program where you can have a pretty close guesstimate as to the timeline. We sent our application to the agency in Dec and our dossier went Wednesday. We 've just been told that the referral time is averaging 7 months now rather than 6 but that is still much shorter than other programs. We were looking at Korea but that is at least 18 months currently.
