We are currently adopting from China and are possibly trying to adopt from the Philippines although that is on hold. China's is by far the most stable and reliable. They have a dedicated program and work coactively with agencies. Once you complete the requirements, and are accepted by China, you WILL get a child in 6-7 months.
Compare that to the Philippines where only 200 children are adopted internationally every year and you must wait 18-24 months just to get a referral and then possibly up to another year to travel.
