I would call DCFS and explain your situation. Tell them that you are in the process of taking classes. Their response may very well give you a good indication of whether or not they have their act together. Good thing to know before you make the switch!
BTW, use Tybeemarie as your best resource! She could give you excellent information regarding Illinois. She has a vast knowledge of "the system".
