A senior mentor of Vladivostok city children’s hospital and a senior child care official in the city administration have been found guilty of assistance in illegal adoption abroad, RIA Novosti reported on Tuesday.
Elena Luchnikova, senior mentor, charged with illegal adoption assistance, forgery and false evidence in a civil suit, was sentenced to one year suspended and approximately $4,000 fine. She was also banned to take up positions in adoption institutions for two years. Lubov Zadoya, chief expert on children’s rights of the education department of the Vladivostok city administration was sentenced to approximately $3,000 fine. The court found that she took part in document forgery that had aided an illegal adoption of a one-year-old Russian girl by American parents.
According to prosecutors, in order to help U.S. citizens to adopt the orphan, Luchnikova and Zadoya forged documents proving that relatives had abandoned Dasha, born in 2004, and four Russian families refused to adopt her. Russian law allows adoption abroad only in no country’s citizens want to adopt an orphan.
When the forgery was revealed, Dasha’s mother took her home.
