I live in Missouri and we are waiting to adopt. We were told by our agency that the baby is not always placed into foster care; the baby can go home with you. I know TPR cannot be done until 48 or 72 hours after birth. Sorry I don't have very clear info, but I don't know much since we haven't gotten to adopt yet. Good luck with your possible adoption! Shay
