I live in Iowa and it is to my understanding that if the father has made no contact with the children for at least one year then the adoption can go through without his consent. My husband and I are going through this right now except my daughter is 5 and her biological father has never had any contact with her and very seldom pays childsupport. Let me know if this helps.
