Where do i start ?

I would like to adopt my wife's two children a girl 12 and a boy 6. I have been with my wife for 4 years, in the 4 years the biological father has only tried to make contact with the children twice. The problem is that we currently reside in Kansas City, MO. and the father lives in Iowa. I would like any advice on this situation.
