Stepparent adoption of two children

My wife his two beautiful children, Lameka is 9 and latriot 11. I would like very much to adopt them both. Lameka's father has never been in her life and wants nothing to do with her. He can't be located. Latriot's father has been in prison since his birth. Niether has every paid support to there mother. Do we need permission from there fathers for adooption
