I don't have an answer for you (though I don't *think* there is an international adoption relationship with Macau, due to the lack of info on the State Department website), but just wanted to say that Macau is gorgeous! The architecure and cuisine are such an interesting mix of European and Chinese cultures.
Even if it's not possible to adopt from Macau, maybe you could find time to visit anyway on your adoption journey, before you go to meet your child. It's an easy day trip from Hong Kong, and worth the journey if you have time.
