Exactly what momofmykids said. Let the parents work their treatment plan. It isn't up to you to make that decision whether the child should or shouldn't go home. Keep that to yourself.

If the child is in state's custody then you shouldn't be having any communication w the bparents. Unless of course the sw says it's okay. I know our sw told us that if they moved our fd to grandma's, bmom can't call or visit w fd, it's like how bmom can't visit or call to our home.
