I'm assuming that Kyle is in state custody and that you are a state foster parent? If so, you don't really have any say as to when he goes home. As a matter of fact, because you are so close to the family (I'm guessing since you're the godmother?), the state would see it as you have a biased opinion.
The best thing to do is to sit back and let the parents work their plan laid out for them by the state. It's not easy, but determined parents can do it.
