I want to add that our agency, the largest one doing China adoptions has NEVER had a referal from Tibet. There are some Tibetan people living in nearby provinces, but that is the closest i think you could get. (Qinghai, Sichuan) Also, you can request a referal from a certain province, but i have not seen any proof that these requests are ever honored.
