Hi Jackie. Our fost-adopt program is through our county (Alameda). The children in the fost-adopt program are ones whose parental rights are in the process of being terminated; the county has already searched for the parents and they can't be found, etc. THEN they are placed in the fost-adopt program. Have you checked with your county for a program like this? Good luck!
