I can't helps with the USCIS question, but as for being told to wait...Some placement agencies have requirements that there be at least a certain number of months in between the adoption/birth of a child and the beginning of the process to adopt a second child. This is regardless of what the homestudy or USCIS approvals are for. (Our placement agency requires 6 months before starting a new referral. They make exceptions for keeping biosiblings together.)
The reason for this is that in their experience with adoptions they think it is in the best interests of the children to wait, due to transition issues. So your agency's response is not that unusual.
Certainly, there are agencies that don't have such a requirement. You could look into using a different placement agency if you really wanted.
