Does anyone know why?

We are about to start the homestudy process, we were told that since we have a tri-level house and our master bedroom is on second level (5 steps from 3rd floor) that either both of us or one of us would have to move to the 3rd floor until the adoption is finalized. I guess this is a CO state law - but I was just wondering if there are any exceptions and what the reasoning behind this is?

It was just frustrating to hear this so I thought I'd find out "why"? The agency could not explain why. They seemed to take the attitude sort of that this is just one of many sacrafices.. but it just seems a bit overdone to me.
