I'm kinda busy right now...but I did do a quick search...so far I haven't found anything related to the age of the adoptive parent in a related adoption.
They did however define "relative" as

The third person is related to the child within the fifth
degree by marriage, blood, or adoption.

Do you meet this requirement?
In another section it says this:

As used in this section, "relative" means an adult who is the child's grandparent, brother, sister, stepsister, stepbrother, uncle, or aunt by marriage, blood, or adoption.

To me, those are two different things...the above is 1st and 2nd degree...or at least, that's how I'd view them...
Maybe the best plan of action would be for you to contact an adoption attorney in your area and ask for a free consultation...to find out if its even possible.
