Short answer - no. It is a Korea rule, not a US agency rule. And it is one of the many rules I've seen people try to get a waiver on but none have been successful.
Since they've been together for so long, the only possible loophole I can think of is getting a commonlaw marriage declaration, but not sure of the laws out there and as of what date the 'marriage' would be considered a done deal with that. Then they'd have to fight to get the marriage certificate dates and verbiage correct, etc.
