I'm not sure what I can tell you about stepparent adoption in Montana--we're in Oregon--but I'd recommend you call a family law atty and speak to them about what it would take to terminate the bio-father's rights. They'd probably be willing to talk to you either by phone or in person for free or at a reduced price. Put a posting on here to ask if anyone knows a good adoption atty in MT. Do you think the men would be willing to sign off if your wife asked them to? We convinced my ex to release his rights to our son by agreeing to forgive all past owed child support (and any future payments) in exchange for him signing off. We had to track him down too--he was also running from child support. This might work for you too since you say neither of the men are helping financially. They'd probably like to be rid of the debt so they can stop running--try to appeal to them with that. Good luck! Let us know how it goes. R
