Multiple Adoption Law

My wife and I are currently on the waiting list for Korean adoption when a situation for a private adoption kind stumbled our way. A woman in Texas who is the friend of a friend of a friend of a relative (I think I got enough friends in there ) is giving up her baby for adoption. We called our agency to see if they offer any services outside the international realm and were told that according to Colorado law, persuing multiple adoptions at the same time is not leagal. First, does anyone know anything about or have they heard anything like this. Got a couple of calls into lawyers and Child Services for clarification as well. If this is true, anyone know why? Thanks as always.
