how hard is it to find a girl 0-2yrs in Arizona ?

I had a friend just move here from 19 years of living in AZ, and she seems to think that searching there would be a good step for us. She says that there is a great need for adoptive homes there...how hard would it be to find a girl from 0-2yrs old? We have adopted four kids already...three of which are boys. Would having so many kids be a problem, and if not who should I contact???? Thanks!!
