I'm sorry to say this doesn't even surprise me. It is, unfortunately, not that unusual. I've seen this kind of thing, and worse, first hand when I was growing up. My family was extremely poor, and we lived so far from the 'right' side of the tracks we didn't know where that was. I was lucky; my parents cared. Most of the kids I knew weren't that fortunate. I knew a group of sibs who were in as bad shape as this when they got taken away. And absolutely
nothing was done to their parents about it. That may be the worst part -that people can do this and get away with it!!!!!

And then get their kids right back -as if nothing had ever happened.
I hope these kids are lucky enough not to have to go back.
