Their one concern seems to be the fact that this is a public agency, and we must foster before adoption. They know from all our info, and reference letters, that we would have trouble giving a child up at the end of a foster, so we feel we could only take into our home a child that they feel will have TPR. They understand that, and said that they would be sure to only refer a child to us that is coming into the system for the second time (which in NC, I guess, is the criteria for automatic TPR).
