I had my birthdaughter in Utah and I live in FL so had to go thru my local LDSFS in FL. You can get the forms from them and pay $50 and they will register you if the adoption was handled by them. They have a "mutual consent" registry of sorts. You should be able to get nonid thru them as well. Don't expect them to welcome you with open arms, they are very closed and cautious about the adoptions they handle. I am sure the laws of Washington take presidence though, which will maybe help.
