We went the fostering route, so I don't have direct experience, but my understanding is that most agencies ask you to pick from one of their programs, which tend to be country-specific. It certainly doesn't hurt to ask. If you are looking at waiting children in the U.S., most are over 3, but you could also try adopting twins by fostering children as they come into the system.
