There are roughly 50 Stricklands in the New Orleans phone book... have you tried writing those? I know that's a long shot but I know there are some Stricklands with close ties to the city (ie grew up here).
Also, ask your father if he'd be interested in writing in support of the bill in MS to open adoption records.
