Has anything started again in Latvia?

Does anyone know if the line is "really" moving in Latvia? I have adopted twice from Russia. There is a couple I know who adopted their son from Latvia in 1997 and started for a baby girl in January of 1998 when I started for my baby girl in Russia. They always expected to be traveling in late 1999 or early 2000. I know there was a stop in 2000. INS did not issue orphan immigrant visas to children from Latvia in 2000. My daughter has been home from Russia since 1998. They are still hanging on to Latvia. They are being told that the line is moving. Are they just being told what they want to hear? I would have gone insane by now.
