Your best bet would be to contact DCF and apply for voluntary services. It sounds like this child needs residential treatment for her mental health issues. I know in Connecticut you don't have to give up your rights to the child, but even if you did it would be in her best interest and it wouldn't be forever. Yo should explore all your options.
How old was she when you adopted her? If you adopted her through the Florida DCF or contracted agency, they might of been aware of her mental health issues and would be obliged to cover her expenses, with a little push of course.
