Hi,

I would contact an attorney familiar with adoptions and go from there. I believe they could publish something in the newspapers to try to locate the father and, after a reasonable amount of time, the courts would terminate rights on "any other possible father." With our 2 fc one of two were possibly their dad and neither would take the paternity test so they did a TPR on both of them and anyone else that may come forward.

In KY an attorney was appointed to try to locate the parents. They had 50 days to do so (I believe it was called a good faith search), meaning they did all they could to locate them. They had to submit a report to the courts detailing their contact attempts.

I've never adopted the way you're planning to but I know many on here have. I'm sure someone will give you the right direction.
