Hi,

You're right as long as no relative can be found you will be given the first opportunity to adopt a child you've been parenting. You need to remember that if a relative is located and wants to adopt the child and can pass the homestudy (which is less rigid then what you will go through to become a foster parent) then that family member will be able to adopt him/her.
