THen social services will get involved if you prove fit she will be placed in your home and you will have to keep in contact with social services until his rights are terminated and then apply for adoptin of your sister if the courts approve your app then you will get full custody. Thou the chances are silm because you will only be 18 if you were 21 it would make things easier.
