I suggest you do as Matt said. Call Dss and find out the process of petitioning the court. It sounds intimidating, but in my situation it was not. I petitioned the court 19 years ago and it was very casual. I met the judge in the hallway ,she skimmed over my records and said there is nothing in here that will hurt you. That was it....few weeks later the records arrived in the mail. I am not saying it is still like that but just wanted to make you aware that it may not be as scary as "petitioning the court" sounds.
