If you are in NZ, you can adopt privately, or go through CYFS. We don't really have many options! There is a fair bit of hoopla with CYFS for adoptive parents, but at least they make sure the birthmum is totally prepared for relinquishment and sure of what she is doing. I'm on the other side, being a hopeful adoptive parent, so that's as much as I know from your side of things.
